	Ashrati Salaam , I think that it depends on your planning cause if you are trying to go for education in Europe you need to go for IELTS and if you would like to study in US / Canada you should go for TOFEL and also please notice that some of European universities accept TOFEL so I think the best option is to go for TOFEL Exam.
