Sujet: Russian largest human rights web-portal faces DDoS attack

  The largest Russian human rights web-portal "Human Rights in Russia"
(hro.org) was attacked by hackers.

This web-portal was opened in 1996 on the initiative of the Ryazan
branch of the International Human Rights Society "Memorial" and the
programme "Information Human Rights Network" of the Moscow´s Research
Centre for Human Rights. Since the very beginning, it has been known for
its multiple revelatory publications on grave violations of the
humanitarian law during military conflicts in Chechnya and human rights
in the North Caucasus.

It is the eighth day since all web-resources attached to the technical
platform of HRO.ORG have been inaccessible to users. The workers of the
portal are working to solve the problem, but did not succeed up to the
moment.

The DDoS-attack by unknown malefactors started on Sunday, 21 October, at
about 9:30 pm. DDoS-attack (Distributed Denial of Service) is a
well-known way to temporarily block users´ access to a web-site. This
method implies creation of a huge torrent of enquiries sent to the
web-site from different IP addresses. It results in an excessive burden
on the system resources, and consequently, users cannot access the
web-site.

The attack at HRO.ORG is ferocious with about 200 requests per second.
So, it would be difficult to attribute this to some chance hacker.

Certain Belarusian websites faced such an attack during the elections
for President. Such attacks are an outrage and a real threat to civil
organizations and independent media, and we must be united in fighting
them.
