Please find a message below from Kalpana which is in connection with week 3
questions of discussion.


Sorry all! Just could not manage to send in answers...as i got really caught
up in work..
Well do assure that i will be active this week...

I do have a few comments on Emmanuel's answer to question 1.

He rightly said that development includes connection/exchange of human
resources, financial commitment, intellectual contributions that flows from
the host country to the home countries. However i feel that capacity
building can be if significance to both countries. Though each countries has
its own rules and regulations there also lies the aspect of commoness, or
rather something that binds the countries together. Mutually beneficial
labour is possible.

In India today several people actually return to India after being trained
overseas.

This is due to several reasons:
One, big companies investing in India has opened up newer venues with jobs
that offer huge paychecks. So you get to stay in your homeland and live
comfortably as well.

Second, with the IT sector boom, communication has become very easy. You
could work for a company that has its home base overseas but can stay in
your home country and do it.

With the IITs and IIMs playing a major role in both providing quality
education in order to realise world class engineers and managers, the
government can work towards capacity building and ensuring that these
professionals stay in their home countries. That could turn out to be
mutually beneficial.

Im not generalising things but if the developing country is able to realise
opportunities/needs of the host country that need to be met, there can be
mututal exchange and sharing of skills.
