**Overview of the issue**

Legal migration is another issue that we should dwell on, because it introduces the reasons, why do lot of people decide to leave their country of origin and what are the consequences of such decision. First of all, we have to take into consideration social, political and economical situation in each country that has a direct influence on people that migrate. If we take any Western developed country, we shall see that people migrate because of job opportunities (promoted by various institutions) to other developed countries, to gain a specific education, that in the future might help getting better paid job, or for cultural experience, while the “other” part of the world are actually forced to migrate, because this is the only way for them to survive. This “forced” migration is our main problem in today’s global world, because most of the time it causes illegal migration and all the problems that comes from having an “illegal status”. Here we might be talking about various kinds of violation of human rights starting from exploitation and finishing with migrant’s death. Good motivation usually is not enough to get a working permit or visa for people who are willing to migrate, because it might take a lot of time just waiting in lines to get the necessary papers from the embassies or consulates. Here all the problems begins, because usually this does not stop people and they decide to take risk and cross the boarder illegally, making them criminals. More over it is not possible to get a legal job if you have an illegal migrant status, and illegal jobs usually have an “inner mechanism” of violation of human rights, if necessary. It became a huge problem and should be solved in both countries of origin and countries of destination, to help obtain legal status and supervise that the migrants’ rights should be fully respected. In order this work should be initiated in the institutions that are main intermediaries between the migrants and the country of destination, like embassies, consulates. Regional institutions, international organizations, NGOs and local organizations also have a critical role to play in this process: supporting migrants’ rights protection, establishing good practices, reporting and monitoring rights violations at any moment, because they are the second intermediaries between migrants’ and local people of governmental units inside the country. Protection of migrants could also help to decrease illegal migration and exploitation. Awareness and access to information are fundamental. On the other hand more information should be provided about the risk of crossing boarder illegally, the danger of being killed on the way (because of illegal ways of travelling), the actual working and living conditions of illegal migrants in a destination country. Some other suggestions are: providing legal aid to the potential migrants could help them to find out how to become a legal migrant. Then, fighting against illegal migration also means ensuring a better life for these young people in their own country. International aid for economic development, are between others, solutions to help these young people. Human rights (both in the countries of origin and countries of destination), while labor rights more specifically, as well as fundamental principles such as equal treatment and the prohibition of discrimination need to be respected within the migration and development dialogue. The adoption and the implementation of the Convention on the Protection of Rights of all Migrant Workers and Members of their Families is another crucial point to promote migrants’ rights.

1. Fostering more opportunities for legal migrationWhat makes a temporary labour migration program beneficial for development? How can the capacities of developing countries be strengthened for them to negotiate partnerships and be viable partners on mutually beneficial labour and skills exchange? In your opinion do you think there exist an appreciable level of legal opportunities for youth migration? If there exist, how do you generally assess these opportunities?
2. Managing migration and minimizing the negative impacts of irregular migrationWhat are the causes of youth involvement in irregular migration? What are the cause-effect links between irregular migration and development? What have proven to be the most effective practices in curbing irregular migration smuggling and trafficking among young people to the mutual benefit of migrants and origin and host countries? What are the capacity building needs of developing countries to manage irregular migration?
