*ORGANIZATIONAL UNIT:* Information and External Relations Division (IERD)

*ORGANIZATIONAL SETTING:*


The post is located in the Executive Board and External Relations Branch in
the IERD Division and reports to the Chief, Executive Board and External
Relations Branch. The incumbent is responsible for working with member
states, UN Secretariat, and other UN agencies to promote the ICPD agenda and
UNFPA positions and policies, including on relevant UN reform agenda. The
incumbent is also responsible for supporting other UNFPA units in developing
policies and strategies for UN decision making processes as well as
contributing to UNFPA support to UNFPA Country Offices in country-level UN
reform efforts.**

*DUTIES AND RESPONSIBILITIES:*

(1) Effective UNFPA positioning in internal and interagency processes on UN
reform.

(a) Monitor, report and provide analysis on General Assembly discussions
relating to system-wide coherence, particularly management reform,
programming at country level, evaluation, including on the implications of
decisions arising from the Fifth Committee.

(b) Scan the environment related to the Fifth (management) and Sixth (legal)
Committees of the General Assembly; NEPAD; Least Developed and Middle Income
Countries issues and other cross-cutting sectoral issues such as South-South
cooperation and capacity development and their implication for UNFPA’s work
and UN Reform and provide advice.

(2) Foster interagency collaboration and intergovernmental partnerships,
through the Fifth (management) and Sixth (legal) Committees of the General
Assembly; NEPAD; Least Developed and Middle Income Countries issues and
other cross-cutting sectoral issues such as South-South cooperation and
capacity development, in support of ICPD and for the achievement of the
MDG's.


(a) Interact with UN missions, the GA and its subsidiary organs, UN
agencies and the UN Secretariat to ensure that the Fund and its mission are
understood and supported. Manage information flow to ensure that the role
and place of UNFPA within the UN system is affirmed.

(b) Monitor political risks and opportunities in the intergovernmental
processes and provide timely reports and analysis of intergovernmental and
interagency processes.


(3) Substantively support UNFPA efforts towards coherence and coordination
at the country level as well as in other relevant reform efforts.


(a) Support UNFPA’s work and collaboration with other UN entities on issues
related to UN reform.

(b) Analyze issues related to governance in the context of Delivering as One
and the Accra Agenda.

(c) Contribute to background documentation and notes for senior management
for meetings and conferences.

(d) Support the work of UNFPA related to coordination of UNFPA’s work on UN
reform and to building partnerships with other UN entities and member
states.


(4) Increased consistency in performance assessment and reporting in the
context of organizational efficiency and UN reform.


(a) Provide relevant units with information regarding reporting
requirements in response to recommendations from oversight bodies.

(b) Keep UNFPA informed of the implications of legislation regarding
oversight bodies of the UN system, as well as intergovernmental discussions
on the role of various oversight bodies.

(c) Work with delegations to reflect favourable language in legislation
related to compliance with oversight recommendations.

(5) UNFPA's mandate promoted and advanced in intergovernmental meetings and
legislation related to the Fifth (management) and Sixth (legal) Committees
of the General Assembly, NEPAD and Least Developed Countries and the
Executive Board.

(a) Maintain contacts with delegations.

(b) Draft and contribute to the drafting of briefing notes and policy
papers for upcoming meetings of main UN bodies.

(c) Assist the Chief, EBERB, in working with delegations to reflect
relevant language in resolutions and decisions of intergovernmental bodies
to promote the ICPD agenda.

(d) Assist the Chief, EBERB to coordinate UNFPA’s contribution and
participation in the joint meetings of the Executive Boards.

(e) Attend and report on the meetings of UNDP and UNICEF as well as other
relevant organizations, providing perspectives to guide UNFPA’s internal
consideration of issues of similar nature.

(f) Assist the Chief, EBERB as required in all areas of EBERB’s work.

*QUALIFICATIONS AND EXPERIENCE*:

- Advanced university degree (Master's degree) in social sciences or
related field.
- 5 years of increasingly responsible professional experience in
international relations or related field. Knowledge and experience with
UNFPA Strategies, Executive Board, System Wide Coherence and UN Reform is
highly desirable.
- Fluency in written and spoken English is essential; fluency in another
official UN language is an asset.
