The Right to information Bill has been passed in India recently. It
now has the assent of the Parliament and the President.
But what is missing is the right system to aid the Government and its
employees, in the absence of which, the bill will more be an
instrument on paper than in reality.
The Right to Information Act was passed in the State of Tamil Nadu and
a few other States of India, a few years ago. But this has not
changed, the mindset of the Government and has not beneitted the
citizens in any way.
To obviate this problem, an online communication tracking tool, for
total transparency and accountability in governments and government
organizations is essential.
The 'e-Administration', web enabled, platform neutral, paper-less
intra-office and inter-office communication tool, developed using open
source tools, is an ideal option for the Governments and its
employees, as it empowers all to perform their duties in the light of
the Right to information Bill.
It helps to digitise all communications and track pending
communications and files and helps the superiors in a Government
organization to see at a glance, all pending activites of self and
subordinates and oull up any file and act on it.
This is the only meaningful way, the Right to information Bill, can be
made a reality, by all Governments and its employees. The status of a
file can be out on the web, for any citizen who has given a grievance
to monitor and pursue.
e-Administration, has been implemented with success in Tamil Nadu and
Pondicherry states of India. The tool can be eaily replicated in any
organization in India or in th developing world. More details can be

The tool has been adopted by the International Transparency and
Accountability Network (Tr-Ac Net), a not-for-profit, international
consortium, to transform communities and society.
