You raised some really important points in your email - thank you!
To make this note inclusive for everyone, I'm including my previous
email regarding some fundamental things about AYCN - I realise that
the email was not sent to this cop13asiayouth group. You can find the
note below, scroll down.
I definitely agree on the usefulness of having this list/database of
organisations done. I've copied this email to Aiden Abram, whom many
of you have been in contact with, as he also has a database and we
should already start using the existing information that we have
(collectively), as we continue to build this database for Asian region.
Since Midori you and your friends in Japan are already working on
this, I suggest that the rest of us support this effort by
contributing our own Asian contacts and networks to this list. We can
maybe do it like this:
Add the organisation contacts/details who you know, or are in your
country/sub-region, to the latest excel file
(Check that you are not inserting duplicated information)
Upload the updated file to TIG Groups page (http://groups.takingitglobal.org/cop13asiayouth
)
Anyone who wants to update the file, check from the same TIG Groups
page (link above), get the latest file, and upload to the same place
This way, we can avoid duplicating information and really maximise our
time in building this database together.
Also, since we are talking about building database, have we already
searched takingITglobal.org for i) organisation listings and ii)
events? In fact, it would be really convenient to use
takingITglobal.org to list our organisations (if we're not already
there) and events. This way, the database is always "live", and our
friends from within Asia and other regions can easily search our
organisations and events. Of course, feel free to suggest other ways
if there are better ideas out there! :)
On another note, I think it would be useful for us to think about the
nature of potential organisations in our network: A number of
organisations may NOT be specifically "youth environmental
organisations" but still considered to be part of our movement. For
example, in Singapore we have the Singapore Environment Council (which
is not youth-only), but does significant work targeted to youth;
another example is the National Youth Achievement Award organisation
(NYAA) (which is not environment-only), but still they do a lot of
environment projects.
Great work guys, we can do this! :)

Mission of AYCN
To provide a platform for the capacity building, resource &
information exchange, and advancement of young people's priorities on
climate change and sustainable development across Asia.
WHAT IS AYCN?
The AYCN is a network of young people and youth organisations working
on, and interested in, climate change and sustainable development from
across Asia.
Objectives of AYCN
1. DIALOGUE & EXCHANGE. To provide a pan-Asian platform for exchange
and dialogue on climate change and sustainable development. This may
include sharing of best practices, case studies at various levels, and
meetings/fora to exchange information on developments and trends.
2. BUILD CAPACITY. To build the knowledge and capacities of Asian
youth and youth organisations, through online and/or offline skill
share workshops, face to face meetings and other capacity building
opportunities.
3. BUILD A COMMUNITY. To build a community of young people across Asia
who are concerned about climate change. This may take place through
blogs and other forms of mass communications, connecting individuals
and organisations who identify with this community.
4. PARTICIPATION IN POLICY. To provide opportunities for Asian youth
to participate in international climate negotiations thorugh having
delegations of the network at these forums, so as to meaningfully
participate in policy processes. This also provides learning
opportunities around climate policy processes.

MISSION
The objectives look really good - I'm wondering if we can have a
overarching "mission statement" from which these objectives will flow
down from. Often this is helpful in allowing external organisations,
UN agencies and the media in understanding what we're about in 1
single line.

ACTION PLAN
(Our programmes)
The current timeline looks great and I think forms a credible
process for our formation. Perhaps what we need also, is a preliminary
draft on *possible* programmes for the AYCN when it is formed. I
understand that this is most likely formed best at the forum/
conference/meeting where we will officially form, and so a preliminary
working document will make our time together more productive (rather
than creating an entire document from scratch when we meet)
We could easily do an e-consultation. I have been involved in World
Bank/UNFPA youth e-consultations before, and I have also conducted one
before, among youth from ASEAN countries, so I know it is not too
hard. What is important is the process, which we want to design to
make it inclusive, credible, and with clear documentation to show the
results. I can share more on e-consultation processes if anyone asks.
GOVERNANCE
When the AYCN is formed, we will probably need a structure (no
matter how loose/flat in hierarchy), to document what our entity is
like and how we make decisions. I think governance tends to be a sore
point among youth organisations, as the bigger, more established non-
youth organisations tend to point out how loose youth organisations
are, which sometimes can hurt our credibility. This is something we
can discuss later on, perhaps at the inception forum, and I just want
to flag this point so that we already can start to think about this,
and include it in our agenda.
OPERATIONS
Will we have a secretariat?
Will we have monthly/regular communications/conference calls/
reporting?
- My own experience in the steering committee of the UN Commission on
Sustainable Development's Youth Caucus, is that regular reporting has
proven to be a challenge. I believe we can overcome this if we give
this sufficient thought and have an agreed way of communications and
updating on developments.
- Reporting is also important for accountability (which we really need
if we're going to get funding/grants)
BUDGET
- We will probably need one, at least for our formative stages. I know
that most of our activity will happen online, so the budget will most
likely cover non-online activities, such as the inception forum, and
maybe other costs related to our initiation stages.
- This will be really helpful in seeking funding, and also it makes
for a more credible network/entity to have more documentation. It will
also help build our reputation as a transparent entity, which is
always helpful.
