Youth and IGF: APPLY NOW

Dear friends,
Diplo Foundation with Mindset Network and other partners are planing to
realize new project considering Youth and IGF process, towards IGF in Rio.
This is an open call for all of you interested in this issue to apply for
participation in discussion on current youth issues and initiatives, and
proposing way forward on short-term (IGF meeting in Rio) and long-term base
(post-Rio); also as in creating the community of youngsters actively
involved in Internet Governance process.
*Background*
In winter 2006 e-Consultation on Youth and IG was successfully finalized
with producing a set of valuable suggestions for the way forward of the
youth actions within IG field ("Youth and Internet Governance: Report on
Youth Engagement with the Inaugural Internet Governance Forum", IDRC Report,
February 2006). One of the suggestions was for the group to convey again
prior to the IGF meeting to discuss concrete actions for Rio and draft youth
strategy for post-Rio. DiploFoundation offered to host this follow-up
discussion within its Campus learning platform with web2.0 tools available,
in form of an online roundtable.
*Format*
- Moderated online roundtable discussion with background materials and
clear agenda and goals
- Up to 30 youth activists
- 7 weeks duration
- Programme coordinator and per-topic discussion facilitators

2. Plan of actions for IGF Rio
3. New (emerging) issues of interest for youth
*Issues*
*1. Towards Rio:*
- youth participation in decision-making process on regional and nation
level
- integrated youth involvement within all sessions, not only
youth-assigned ones
- networking with youth from business and governmental institutions
- rising awareness among senior policy-makers of the importance of youth
participation
- inserting youth interests within the final IGF documents
*2. After Rio:*
- regional networking with youth activists from non-civil sector
(governmental representatives, business representatives)
- negotiate fellowship positions on national level, as direct youth
involvement in decision making process (both way: experience for youngsters,
insight to youth views for the institutions)
- raising local awareness on IGF and other processes, and on youth role
within
- lobbying on and advocacy from international level towards the
inclusiveness of youth on local/regional level
- secure support and funding for regional and local initiatives and
trainings
*3. Emerging Issues:*
(drawing attention to emerging issues and accompanying threats and emphasize
the benefits of using the emerging spaces)
- New Tools - converging interactive technologies
- New Needs - privacy/anonymity, remote social access and control ,
social networking
- New Spaces - virtual property, virtual money, virtual education -
virtual life (Second Life)
- New Markets - virtual goods, „farming", earn-by-click
- New Threats - mobile pornography, addiction, violence, net neutrality,
de-socialisation
- New Users - emerging generations: youth and youngers/kids, and their
needs
