Section 4:
United Nations have to make initiative, to start these projects. But it is up to local governments to implement these initiatives into local laws and also, big part plays civil society and its organizations. The idea of common migration policy is fine as idea, as genus propius, but it is better if we respect, on local level, the differences between political cultures, as differentia specificum.
Policy of the country should be restrictive to a
number of comming migrants per year, to a reasonable number, and to give all rights to newcommers as to the domastic population. And home countries, as a policy, should provide better working conditions to young
people.
There are not many, if any, debates surrounding migration in Serbia. Serbia is more concerned with refugees, and these kinds of migrations. Starting these kind of conversations it is always best with NGO, on local and national level. Also, school debates
and debates on TV are useful way to start these kinds of conversations.
