Talking Practice: Workshop4
Listening and Responding toAboriginal
and Torres Strait Islander Young People: Learnings
from the Out ofHome Care Forum
Recently the Aboriginal and Torres Strait
Islander Services Unit inthe Office for
Children, Youth and Family Support (DHCS) and
theInstitute of Child Protection Studies (ACU)
met with Aboriginal and TorresStrait Islander
young people to learn about their experiences, and to
findout how the Out of Home Care system can be
improved. The findings werepresented to
workers at the Aboriginal and Torres Strait Islander
Out of HomeCare Forum in September 2007.
Some key findings from the project will be presented
at thisworkshop. We will look at implications
for Aboriginal and Torres StraitIslander young
people, services and youth participation. We will
alsodiscuss some learnings on to how to better
work and engage with Aboriginal andTorres
Strait Islander young people. Workers will participate
in aworkshop that looks to further improve our
practice in working with Aboriginaland Torres
Strait Islander young people, families and
communities.

The Youth Coalition is updating The RACK,
which is a list ofcurrent networks and
committees for the ACT youth and community sectors.
The RACKcame about following a consultation
with the youth sector to determinewhy the
sector is finding it difficult to attend networks. One
of thefindings of this consultation was that
workers were not aware of existingnetworks and
committees in the ACT. The RACK aims to address this
need.
The RACK provides basic information about networks
(includingemail networks) and committees for
workers and organisations in the ACT youth
andcommunity sectors. If you would like to
include your network or committee inthe
updated version of The RACK, e-mail

Comorbidity ProfessionalDevelopment Scholarships:
For Alcohol and Other Drug and Mental Health
Workers inNon-Government Organisations
The Australian Government has allocated $17.9
million overseven years from 2003 04 to
2009-10 for the National ComorbidityInitiative
(NCI). The National Centre for Education and Training
on Addiction(NCETA) has $1.9 million in
funding to be awarded for ComorbidityProfessional
Development Scholarships as part of this
initiative.
The Comorbidity Professional DevelopmentScholarships
are open to Alcohol and Other Drug and Mental
Health workersemployed in incorporated,
non-government organisations. The initiative aimsto
enhance workers professional skills and knowledge
across thecomorbidities of AOD and Mental
Health by providing funding to support eligibleworkers
to undertake relevant professional development
and/ortraining.
Two Scholarship rounds are scheduled for2007/2008:

Mental Health Short CourseOffered
ACT Health is bringing the comprehensive
VicHealth 'The ShortCourse: Promoting Mental

Youth Coalition PolicyFocus: Children and
Young People's Health in Quamby andBimberi
The health needs of children and young people
at Quamby and Bimberiare complex. ACT Health
figures show that 70 per cent of young peoplewere
intoxicated at the time of their last offense and
that in almostall cases drug use preceded
crime. Further, these same figures show that 60per
cent of male children and young people and
two-thirds of femalechildren and young people
in detention meet the criteria for diagnosis witha
mental illness. Thus it is also evident that
there is a high level ofcomorbidity in the
prison population. Together, these figures indicate
that theproper management of detainee health
at Quamby and Bimberi is paramount tothe
welfare of children and young people in detention. The
YouthCoalition advocates a policy that
emphasises the independence of healthservices
and health service providers, and argues for the
implementation ofeffective long- term case
management in Quamby and Bimberi through
greatercoordination with the youth sector.
Further, the Youth Coalition argues thatprison
staff should be trained to be able to properly
identify drug,alcohol and mental health issues
in the prison population.
The Youth Coalition recently made a policy submission
to ACTHealth on the Children and Young
People's Justice Health Plan2007-2010. Our

FASSTT is concerned about the recent debate
regardingintegration potential ensuing from
comments made by the Minister forImmigration,
Kevin Andrews, regarding African refugees. The idea of
choosingrefugees with the highest potential to
integrate into theirnew country is
antithetical to the principle that refugee programs
should bebased on resettling those with the
greatest humanitarian need. There isno credible
test that could be appropriately applied to refugees
living indesperate situations that could be
used to determine their ability tosuccessfully
integrate. Such an approach would inevitably generate
a highlysubjective and speculative system of
selection that would lack fairness andconsistency
and would lead to unfair discrimination.

Facebook to CrackDown on Sexual
Predators
ABC News - 17 October 2007
The social networking site, Facebook, has
agreed to new safeguardsto protect young
people from sexual predators and inappropriatecontent.
The move has come after legal action from the
New York StateAttorney General, which claimed
safety protocols were not tough enough. Thesite
will now have to respond to any complaints from users
within 24hours and allow independent examiners
to monitor compliance. Facebook has47 million
members around the world, with Australians the
fourthlargest group of users.

Mountain BikingPrograms
PCYC & Reclink
PCYC and Reclink are looking to setup a
mountain biking programover the summer. This
program is a paid program through PCYC for
absolutelyanyone, so yourself, clients,
friends family, whatever. At this stage theyare
getting expressions of interest to the program to do
a sound outfor who would be interested in
coming. It will probably be an afternoonkind of
thing, going for a spin after work. Prices etc will
come when weknow how many will be on the
program and what kind of program it willbe. Also
Equipment can be supplied if you would need to
access that too.
In parallel to this they will also be running ayouth
mountain biking program (which will be in school
hours).The youth program will have 5 spaces
for Reclink members (free underReclink
membership) and 5 spaces for paying youth. If you know

YWCA of Canberra Relationship ThingsPoster
Launch
The YWCA of Canberra is launching the
Relationship Things posterseries Respect,
Communicate, Choose, based on the Relationship
Thingsbooklet, aimed to encourage young people
to develop respectfulrelationships, with the
broader goal of preventing sexual assault and violence
againstwomen. They will be launching the
Relationship Things posters at thisyears Reclaim
the Night, Friday 26 October, Garema Place
5:30-7:30pm. The launchof the Relationship
Things posters is part of the YWCA Week
WithoutViolence 2007. Week Without Violence is
a global initiative of the YWCAwhere communities
are encouraged to consider the impact violence and
abuse has on thelives of women and contemplate
the possibilities for peace, security anddignity.
It is our intention that the posters bedisplayed in
schools and youth venues where young people can
seek further adviceand referral and poster can
also be used in conjunction with theRelationship

The Foundation for Young Australians is

Australians is a national grant makingorganisation

Young Leader Development Programme
Scouts ACT
This programme incorporates Scouting method
with recognisedleadership qualifications. It
is catered to the individuals desiredoutcomes,
and over three years will involve working within the
ScoutMovement. After three years, an
individual will hold a Certificate III in
Business(Front Line Management) and Leadership
Support (if holding a current FirstAid
qualification); and Certificate IV in Business (Front
LineManagement) and Leadership (if holding a
current First Aid qualification), aswell as, a
qualification as an Outdoor Guide (Leader) in
bushwalking,canoeing or abseiling.

Carers Week 15-21
October 2007
Carers Week is a national awareness week held across
Australiaeach year, in the third week of
October. This year it runs under the theme ofAnyone,
Anytime, which is about recognising that
becoming a Carer isoften unexpected and can
touch anybody. The activities planned present aspecial
opportunity for Carers to take a break from
their caring role, meetand speak with
politicians and to socialise with other Carers. It is
atime for Carers to feel proud about the
quality of life they give theircared-for
person, which would not be possible without them.
About YoungCarers
Sometimes young people take on additional care
responsibilitiesbeyond their age, and become
young carers within families affected byillness,
disability, drug or alcohol and/or mental health
issues. In 2001Carers Australia conservatively
estimated that there were at least 388,000young
carers in Australia. Young carers may experience
positive impactsof caring including feelings
of pride and a sense of accomplishment. Howeveryoung
carers may experience negative impacts of caring
includingfinancial hardship, exclusion from
opportunities and activities, and an overall impacton
the wellbeing of the young person and their
families. Research alsofound that only 4% of
young carers aged 15 to 25 were still engaged inthe
education system.
Young carers have historically been forgotten, ignored
or excludedfrom processes, programs, services
and supports. Workers may sometimesfeel they
lack the skills or resources to support a young person
caringfor a parent and/or family member,
however it is everyonesresponsibility to work
to remove the barriers that exclude young carers
fromaccessing the opportunities they deserve.
Young Carer Support Services inthe ACT
There are three young carer specific services
in the ACT.These are Carers ACT Young Carers
Program, CYCLOPS ACT, and St.Nicholas Young
Carers Program. Together, these services provides a
range ofprograms and opportunities to young
carers and their families, includingrespite,
personal support, tutoring, information, social and
recreationalactivities, advocacy, emergency
relief and case management. A range of youngcarer
support groups are also run across the ACT in
collaboration withsome Youth Centres and a
number of schools, contact CYCLOPS ACT for
moredetails. Further details about the
