Why Not, Since Afghanistan is one of the developing countries. But it will really depend on your background, past activities and achievements. They have sent me a magazine and brochures along with the application form, if you any one need I can scan the application and send to your attention, but there should be no need to send application by air mail as long as you have the website and you can apply on-line.
