Vacancy for M&E Officer in an nternational organisation
A US based non-profit service organization working in the area of
HIV & AIDS is recruiting for the post of Monitoring and Evaluation
Officer for an ongoing US Government funded nationwide project
that took off in January 2008. The position, based in Lagos, Nigeria
will function as a key member of the national project management team.

Major Responsibilities:
1. Working with the country program team in providing support and
coordination of project activities within USAID and PEPFAR guidelines
and regulations;
2. Strengthening the program reporting system given the objectives
and monitoring and evaluation standards set by the organization and
USAID
3. Assisting the country program team to coordinate the project
activities by providing support on program monitoring and evaluation
to ensure that the funding requirements and indicators are achieved.
4. Assisting project implementing partners to set up their M&E systems
and monitoring uptake of HIV/AIDS activities by developing and updating
appropriate M&E tools to monitor progress and ensure that international
standards and quality are maintained.
5. Assisting in the development of Nigerian project country specific
workplans that take into consideration country specific national plans
for addressing HIV/AIDS
6. Providing technical assistance and on-the-job training to partners
M&E designated staff as necessary.
7. Conducting extensive research (using qualitative and quantitative
methods) and taking the lead in the conduct of assessments and evaluations
of local workplace and labor union issues and be knowledgeable about
national and international programs and policies related to discriminatory
practices within employment.
8. Providing monthly project reports and other progress reports by
analyzing project data and records collected from partners for submission
as necessary.
9. Carry out other activities as assigned by the Country Director
Qualifications: A degree in Sciences, Social Sciences,(or other relevant
health disciplines) with relevant postgraduate qualifications in Public
Health,Bio-Statistics, etc.
The candidate should have a minimum of five (5) years post qualification
experience. The candidate should have post qualification experience in
HIV&AIDS programming with activities spanning research and monitoring
and evaluation. Experience in industrial working environment and USG
project management will be added advantages. The candidate should have
an excellent social capital with competencies in Written and Oral
presentations, negotiation and communication skills and computer
literacy.
IT Competence: A candidate for any of the position should be computer
literate and comfortable using all IT tools with little or no
assistance especially the use of complex computer software (SPSS,
EPI-Info,STAT, etc) for data analysis. An experience with the
national M&E system (NNRIMS) is an added advantage.
