The United States Agency for International Development (USAID) seeks applications for a Leader with Associates (LWA) Cooperative Agreement from eligible US for-profit, not-for-profit, or private voluntary organizations for a program titled, Program Research for Strengthening Services (PROGRESS). The authority for the RFA is found in the Foreign Assistance Act of 1961, as amended. USAID strongly encourages applicants to develop partnerships with other responsible organizations in developing countries.
With this RFA, USAID's objective is to improve access to and quality of family planning and reproductive health service delivery through program research. USAID seeks assistance in conducting program research to improve family planning and reproductive health (FP/RH) services and their appropriate integration into maternal and child health and HIV/AIDS programs. Specifically, USAID seeks assistance to:
(1) conduct program research to address key issues in FP/RH service delivery; (2) promote broad-scale utilization of program research results; (3) build the capacity of developing country organizations to conduct and utilize program research; (4) identify the need for improved or new contraceptive methods and delivery systems in developing countries, and coordinate with USAID cooperating agencies focused on contraceptive technology to ensure that future investments in contraceptive research and development are guided by field realities.

Total Grant Amounts: The NICHD intends to commit approximately $2 million to support six to eight awards in FY 2008. The NIMH intends to contribute $300,000 to support one R01 application under this FOA.

This FOA is intended to stimulate and strengthen a multidisciplinary approach to a complex, under-researched area and to form a basis for future research and clinical care. Specifically, the NICHD and NIMH invite new and experienced basic scientists, epidemiologists, and clinical investigators to submit research grant applications to further understanding of the relationship between nutrition and HIV infection. Such research will support the integration of nutrition into all aspects of care and treatment of people infected and affected by HIV/AIDS. Consequently, research grant applications are encouraged that address preclinical or clinical, biomedical, and/or behavioral research. Examples of topics for such studies include, but are not limited to, the following:

(1) The potential impact of nutritional factors on HIV transmission and progression;

(2) Nutritional requirements for optimal growth, development (neurological development and subsequent cognitive/behavioral outcomes), and maintenance of health (including prevention care and treatment of HIV-related co-morbidities) of women, infants and children infected and affected by HIV;

(3) The interaction of and subsequent impact of HIV infection and nutrition on breastfeeding from the perspective of both maternal and infant health outcomes;

(4) Best practices for feeding of infants and children born of HIV-infected mothers;

(5) Interactions among antiretroviral therapies, diet, nutrition, and health in women, infants, and children;

(6) Nutritional assessment methodologies that would be most appropriate for screening and follow-up of patients, before, during, and after ARV; and

(7) Specific functional biomarkers of outcome related to the nutrition-HIV relationship.

Part of the difficulty in extracting the role that nutrition might play in the course of HIV infection is that once the infection is established, it has its own metabolic consequences. Therefore, pre-infection data are needed in high-risk populations as well as comparative data from age-, gender-, and demographically-matched uninfected children. Such data sets should include an appreciation of current dietary intake patterns, utilizing available food composition data for indigenous foods.

Additional consideration will be given to applications that propose the development of nutritional assessment methodologies and specific functional biomarkers of outcome related to the nutrition/HIV relationship. Special attention will be given to methods that could be effectively employed in field settings in resource-poor environments.

This FOA is intended to stimulate and strengthen a multidisciplinary approach to a complex, under-researched, and rapidly evolving area, and to form a basis for future research and clinical care. Specifically, the NICHD and NIMH invite new and experienced basic scientists, epidemiologists, and clinical investigators to submit small research grant (R03) applications to: (1) evaluate the impact of new guidelines (e.g., WHO Guidelines for nutritional care of people living with HIV and AIDS, or the PEPFAR Policy Guidance on the Use of Emergency Plan Funds to Address Food and Nutrition Needs); (2) evaluate the impact of new programs to improve the diet and nutritional status, on existing programs aimed at caring for and treating people infected and affected by HIV/AIDS and related co-morbidities; and (3) improve surveillance for identifying nutritional problems in the context of HIV and its co-morbidities.

Research grant applications from domestic or foreign institutions are encouraged that propose preclinical or clinical, operational, biomedical, and/or behavioral research that concentrates on:

(1) The potential impact of food and nutritional interventions on health and behavior outcomes and current programs addressing HIV and AIDS at the primary and referral care levels;

(2) Feasibility studies of how best to integrate food and nutrition into pre-existing programs in care and treatment at the primary and referral care level;

(3) Impact of changes in local and regional food security on ongoing protocols to assess currently available approaches to care and treatment of HIV and AIDS;

(4) Social/cultural impact of changes in access, attitudes, and beliefs about the role of food and nutrition on programs to provide prevention (including PMTCT), care, and treatment;

(5) How best to monitor and evaluate the impact of food and nutrition interventions that have been superimposed on ongoing protocols that address prevention, care, and treatment of HIV and AIDS.

The National Institutes of Health (NIH) issues this Funding Opportunity Announcement (FOA) to invite NIH-funded investigators to submit supplement applications to their currently funded research to study how interactions among genetic and behavioral/social factors influence health and disease. The knowledge gained by such research will improve the understanding of the determinants of disease as well as inform efforts to reduce health risks and provide treatment. This FOA solicits for human and non-human studies to advance the understanding of the interactions among genetic, social, and behavioral factors that influence the processes affecting variability in disease and health progression and outcomes. This program is focused on questions concerning the effects of (1) the interaction of genetic and social or behavioral factors and (2) gene-environment-behavioral interactions; and to better understand how the interaction of behaviors and social environmental factors affect
gene expression, disease and behavior phenotypes, and health outcomes.

How genetic, behavioral, and social factors interact in human physiological processes and differentially influence disease expression and health outcomes remains understudied. A number of research gaps have been identified including the following: (1) genetic studies that explore the relationship between genotypes and quantitative traits often do not include social and behavioral factors, and (2) social and behavioral research studies rarely include consideration of genetic factors and related mechanisms when studying social and/or behavioral phenomena.

To bridge these gaps, this announcement is intended to stimulate theoretically and methodologically rigorous research that integrates genetics, behavioral, and social sciences research efforts to specifically address questions of gene-environment-behavior interactions. This announcement provides the opportunity for current NIH-funded grantees whose research is either (1) social and/or behavioral science-oriented research to add a genetic/genomic component, or (2) genetic-focused research to add social and behavioral factors into their research plan. In either case, the proposed research must be designed to elucidate how the interactions between genetic and social and/or behavioral factors contribute to health and disease. The proposed research can expand the scope of the original project and should be a logical extension of the goals and objectives of the parent grant

To be considered responsive to this announcement, (1) the proposed research must include unambiguous, interdisciplinary perspectives; (2) the hypothesis(es) of the relationship(s) between the genetics, behaviors, social environment, and/or social processes must be clearly stated; (3) hypothesis about the proposed study should investigate how the interactions (not associations) among these variables influence the outcomes under study; and (4) the proposed study should be embedded in a well articulated set of research questions or hypothesis generated from genetic, social, and/or behavioral sciences research.

To bridge these gaps, this announcement is intended to stimulate theoretically and methodologically rigorous research that integrates genetics, behavioral, and social sciences research efforts to specifically address questions of gene-environment-behavior interactions. This announcement provides the opportunity for current NIH-funded grantees whose research is either (1) social and/or behavioral science-oriented research to add a genetic/genomic component, or (2) genetic-focused research to add social and behavioral factors into their research plan. In either case, the proposed research must be designed to elucidate how the interactions between genetic and social and/or behavioral factors contribute to health and disease. The proposed research can expand the scope of the original project and should be a logical extension of the goals and objectives of the parent grant.

To be considered responsive to this announcement, (1) the proposed research must include unambiguous, interdisciplinary perspectives, (2) the hypothesis(es) of the relationship(s) between the genetics, behaviors, social environment, and/or social processes must be clearly stated, (3) hypothesis about the proposed study should investigate how the interactions (not associations) among these variables influence the outcomes under study, and (4) the proposed study should be embedded in a well articulated set of research questions or hypothesis generated from genetic, social, and/or behavioral sciences research.

The Office of Behavioral and Social Sciences Research (OBSSR) of the Office of the Director intends to commit up to $ 3 million dollars available in FY 2008 to fund 10 to 20 awards in response to this announcement. Specifically, OBSSR intends to commit a total of up to $ 3 million dollars in FY 2008 spread across three Program Announcements. Although the financial plan of the OBSSR is to provide support for this program, awards pursuant to this announcement are contingent upon the availability of funds and the submission of a sufficient number of meritorious applications.
