Sujet: UNDP holds forum on Community Capacity Enhancement through Community Conversations

Between August 27th and 31st well over 70 delegates from Civil Society
Organizations (CSOs) and line ministries working in 10 states across the
Federation gathered at the 1st national forum on Community Capacity
Enhancement through Community Conversation (CCE-CC) in Abuja to share
experiences, refine their skills on how to generate effective community
responses to the HIV/AIDS epidemics.

Community Capacity Enhancement through Community Conversations(CCE-CC)
is a methodology developed to address complex social problems by generating
local response. The methodology was developed by Daouda Diouf of Environment
Development Action in the Third World (ENDA), Dakar, Senegal.

The main objective of CCE-CC is to generate response that integrates
individual and collective concerns, values and beliefs and that
addresses attitudes and behaviours embedded in social systems and
structures. Some of the expected outcomes from the usage of methodology
include:

Increased number of community initiatives for prevention,
home-based care, change in harmful traditional practices, reduction of
stigma & discrimination, support for Orphans and Vulnerable children
(OVC) and HIV Counseling and Testing (HCT)

The implementation of CCE-CC in Nigeria is anchored by United Nations
Development Programme (UNDP) to address the HIV/AIDS epidemic but
recently Avian Influenza has been added to the list. UNDP's adoption of
the methodology is based on the effectiveness and uniqueness. Other
countries that have benefited from this methodology include Senegal,
Swaziland and South Africa.

The just concluded forum provided a platform for sharing of state
experiences on CCE-CC implementation as well as on strategizing to
achieve scaling-up of the methodology at all levels. A training of
trainers' workshop had earlier been held for selected organizations in
2005 and 2006 on the use of the methodology to address HIV/AIDS and
recently Avian Influenza.

Speaking during the opening session Hajia Memuna Mohammed,Director of
Government Affairs, National Agency for the Control of AIDS (NACA)
remarked: 'The challenge before us in tackling HIV/AIDS is how to
reach the grassroots. We don't have all the answers neither do we have
the resources. It makes sense for them (community) to "feed"
themselves'.

Lead facilitators at the forum were Daouda Diouf, Edusa Offobuche
(DreamBoat Theater for Development Foundation) and Tom Mkhize (an
independent consultant from South Africa). According to Daouda, CCE-CC
is not new but has been a part of the African culture so making it a
more appropriate strategy to address our problems (in Africa).

Participating states include Lagos, Ondo, Gombe, Kaduna, Sokoto, Rivers,
Cross-rivers, Enugu, Kwara, Kogi and Bauchi states. Some of the success
stories recorded include increased demand for HIV Counseling and Testing
(HCT) in certain parts of Cross-river state, change in harmful cultural
practices in kogi state, establishment of environmental sanitation
exercise in Kaduna, micro credit funds for women amongst others (Kogi
state), reduction in HIV related stigma and discrimination (Enugu
state), HIV/AIDS impact reduction among low income women (Enugu state),
mainstreaming CCE-CC into the state strategic plan in Gombe state.

The Coalition of Enugu state support groups (CESSGO) reported having
used CCE-CC methodology to address stigma related behaviour among
priests in the state (sensitization of Priests on best approaches to
PLWH). Prior to this time, many priests had refused to conduct wedding
ceremonies in churches for sero-discordant couples.

Major outcomes of the forum include the formation of a network of CCE-CC
practitioners and the nomination of an interim executive committee.
