We have just learned that representatives of the Global Steering Committee of the World AIDS Campaign will have the opportunity to meet briefly with the Secretary General of the United Nations on June 16th at the review of UNGASS commitments meeting in New York. At this meeting we would like to emphasize the paramount importance of the human rights of all persons and partnership with civil society.

Dear Secretary General,

As we embark on our first meeting The World AIDS Campaign Global Steering Committee applauds your past calls for increased health and human rights protections for people living with HIV, women and girls, young people, adolescents, transgender, sex workers, men who have sex with men, and people who use drugs.

In the current political climate, we urge you to use your influence to further advocate on these issues within the United Nations and with heads of state around the world. We would welcome your support in addressing key populations in the efforts to achieve universal access to prevention, treatment, care and support.

Going forward we ask you to commit to holding an open, inclusive, high level review of what we have or have not accomplished in achieving universal access by the 2010 target. We ask that this meeting be held after the end of 2010 when all government reports and data are available and give particular attention to efforts to combat stigma and discrimination as they impact key populations, including a review of provision proven harm reduction measures and efforts to combat criminalization and legal barriers that prevent targeted interventions with key populations.

The global financial recession is already weakening access to HIV, tuberculosis and malaria services, as well as other priority health services. Governments are shrinking their health budgets. Communities are falling into poverty. Donors are threatening to renege on their commitments. The fragile health gains we have made over the last decade will evaporate without a concerted effort to challenge member states to prioritize health spending in the midst of the financial crisis.

We ask you, Secretary General to use the General Assembly in September to create an opportunity for additional emergency donations to the Global Fund--as the incoming Chair of the replenishment, this could be a first step to show that he expects donor countries not to hide behind the financial crisis when it comes to health investments.

We are grateful for your consideration and continued partnership.
