Solicitation for Grants from the ENHANSE Project
This is a call for Expression of Interest from qualified and competent
national level network organizations, Universities, Multiplier
organizations
and research institutions to participate in the ENHANSE grants
programme for
the year 2006.
Introduction:
The ENHANSE Project is a five-year (2004-2009) USAID-funded programme
that
helps to create, strengthen and support the policy and legislative
environment necessary for successful HIV/AIDS/TB and social sector
(health
and basic education) programmes in Nigeria. ENHANSE facilitates the
development and implementation of national policies, plans,
legislations and
guidelines that promote:
· Reproductive Health
· Child survival (Malaria, Immunization, & Nutrition)
· Basic Education and
· HIV/AIDS prevention, treatment, care and support
ENHANSE activities have a national focus. Their impact will also be
felt in
the states and communities through ENHANSE Project complementary role
vis-à-vis USAID-funded service delivery projects - COMPASS (Community
Participation for Action in the Social Sector) and GHAIN (Global
HIV/AIDS
Initiative in Nigeria).
Grants Programme:
The grant programme is an important component of ENHANSE Project which
has
been designed to build and strengthen the capacity of National level
network
organizations, multiplier organizations, Universities and research
institutions to carry out activities that support national level
advocacy
for policy development and its implementation and also to facilitate
dialogue that promote and support activities in the following programme
areas:
· Child survival (Nutrition, malaria, immunization)
· Population and reproductive health/ family planning,
Grants available in the following activity areas:
1. Grants to support advocacy activities: (EN/GT/001) ENHANSE Project
will support network organizations, universities, research institutions
and
other multiplier organizations to engage in policy related activities
that
support and promote advocacy efforts and dialogue among policy makers
on
issues that relate to:
· Child survival (nutrition, malaria, immunization)
· Population and reproductive health/ family planning,
2. Grants for policy planning and financing (EN/GT/002): ENHANSE
Project will support activities that facilitate the development and
utilization of relevant instruments that will enable ownership and
implementation of national policy documents and guidelines in relation
to
the following programme areas:
· Child survival (nutrition, malaria, immunization)
· Population and reproductive health/ family planning,
3. Grants to foster public-private, and private-private partnership
(EN/GT/003): ENHANSE Project will support national level activities
that
demonstrate efficient leveraging of resources and know-how from the
private
sector as well as increasing local contributions to support the
following
programme areas:
· Child survival (nutrition, malaria, immunization, etc)
· Population and reproductive health/ family planning,
4. Grants to conduct enabling environment related training (EN/GT/004)
ENHANSE Project proposes to award grants to support organizations that
have
competency to build the capacity of other CSO partners to enable them
carry
out advocacy and policy related activities in the areas of:
· Child survival (nutrition, malaria, immunization,)
· Population and reproductive health/ family planning,
5. Grants for capacity building and institutional development needs:
(EN/GT/005): ENHANSE Project will provide grants to support
institutional
development and capacity building needs of national level network
organizations to enable them to adequately deliver effective and
efficient
programme at the national level in any of the following programme
areas:
· Child survival (nutrition, malaria, immunization)
· Population and reproductive health/ family planning,
6. Grants to support policy related research: (EN/GT/006): Collection
and use of data for decision-making is extremely important especially
in
development activities in Nigeria. In view of this, ENHANSE will
provide
grants to national network organizations, research and academic
institutions
and multiplier organizations to enable them carry out research
activities
that will inform policy decisions in the following programme areas:
· Child survival (nutrition, malaria, immunization)
· Population and reproductive health/ family planning,
Who should apply and conditions for acceptance:
Interested and qualified National level network organizations,
multiplier
organizations, universities and research institutions that have
evidence of
registration with appropriate corporate institutions are encouraged to
indicate their interests through a formal letter to participate in the
ENHANSE Project grants programme. The applicant should clearly state
the
particular grant and programme area they intend to access grants for.
Expression of Interest should be accompanied with a concept paper, not
more
than two and half pages (about 1,500 words, Arial and type font point
12),
which describes how they will address the issues in the grants areas of
their choice as listed above.
The concept paper should include:
a) Full contact addresses
b) A brief information about the organization's history and their
core
competence
c) The title of the proposed activity,
d) The goal of the project
e) The objectives
f) A brief background/introduction to justify proposed activity;
g) The expected results/output
h) Strategies/methods for achieving this goal
Assessment:
Concept Papers will be assessed and rated based on the following
criteria
for a total of 100% score:
· Conciseness, (5%)
· Demonstration of a good understanding of issues to be
addressed (50%)
· Technical, administrative and programmatic competence to
implement
the proposed activity. (40%)
· Evidence of registration with Cooperate Affairs Commission or
other registration bodies (5%)
ENHANSE Project provides equal opportunity to all qualified applicants
and
does not discriminate on the basis of gender, religion or location.
Condition for acceptance:
Only those organizations/institutions, whose concepts/ideas meet the
minimum
requirement and who scale through the capacity assessment exercise will
be
contacted and invited to attend a two day workshop on ENHANSE grants
programme. Thereafter Applicants will be requested to submit a
competitive
proposal with detailed action plan, budget/cost share and time frame
for
accomplishing the project, using ENHANSE application format. Successful
applications/proposal at this stage will be considered for grants award
and
funding.
Please note that the ENHANSE grants ranges from $10,000.00 to
$60,000.00 per
qualified proposal and require a demonstrated 25% cost share capacity.
The
total grants fund available for competition for each programme area is
tabulated below:
a.. Reproductive Health
$150,000.00 (3-15 grants)
b.. Child survival (Nutrition, Immunization and Malaria) $70,000.00
(1-7
grants)
It is recommended that applicants' concept paper should indicate
clearly if
proposed activities are in favor of:
· Child survival (nutrition, malaria, immunization)
· Population and reproductive health/ family planning,
Please note carefully:
Write clearly the grants area you are applying for in the application
letter
(e.g. Ref: Grants to support policy related research: (EN/GT/006) in
Child
Survival (as failure to comply with the above instructions will
automatically disqualify your application for grant).
