1. Do you think governments are good in using technology to make public information and services available for their citizens?

This is my governments site http://www.gov.mt/egovernment.asp?p=116&l=2, it provides a lot of services once you apply for it 'in person' at an office in Valletta. There is progress in terms that yes the government is not a flexible unit which is inclined towards continuous restructuring of its operations. But this doesnt mean change will never come. What is felt by me is that the government is more in tune to use the internet as a new way of making him face his fine & taxes and then misses out on informing citizens of what social service schemes might benefit them.

2. How can governments use technology to have a closer dialogue with young people about public policies and services?

Something like this would help. But there are more ideas other than forums. By the way i love these discussion groups of OECD because they give everyone time to answer a set of narrow questions through email which takes away all the clustering of internet forums.

Government must use the internet as an extension of democratic principles. Not just as a means of information. For example internet polls are based on random users so their use might not be very relevant to policy makers but polls do indicate preferences so they should be considered as starting points of arguments. Petitions is also an option where people should be informed about them and where they can sign in them. These must be open door polls and petitions so that people’s real pluralism is expressed and supported.
