  I wish to take this chance to commend youthlink secretariat for having given me the chance to express my thoughts. Im philip kabiru from Kenya and im currently running an Ngo by the name kiini sustainable initiative based in nyeri.

The answer to first question: Do you feel that the public services offered in my country reflect the needs & wishes of young people?

For me I disagree due to fact that at first the youth are not involved. Secondly it depends who are in the panel, have they done feasibility studies? Who have been given the mandate to initiate the policy? For instance here in our country the govt introduced youth funds under the youth ministry. There were two categories:

1.The Registered youth groups could access up to Ksh 50000 so long as they are registered by the social service department and have a viable project.

2. The Youths in the age bracket (18-35yrs) could access money either individually or in group to financial intermediaries such as bank.

The problem is that both the Govt and the financial intermediaries are not ready to walk the talk so they keep on promising heaven whereas even to produce earth is a problem.

We as kiini went to access the funds to one of the financial intermediary because we required over Ksh 50000.We had fulfilled all the requirements but to our amazement we were told we cant access the money without having to contribute 30%,there must be a saving of atleast ksh 200 per week per person and we must have a security. Bearing in mind we are youth who want to start up investment and we dont have ready job to be raising that money weekly. So you are left wondering then what the need of Govt saying its empowering youth. Only people who can access that money are those who have payslip. So to me the youth who want to become self reliant will have to suffer not unless the issue of policy making is adhered to accordingly and involving 75% of youth in decision making, because i believe there is no way you can address issue whereas you are not part of it.

Also for the upcoming youths who are starting new NGO we are facing challenges like you book an appointment with a certain minister or the senior Govt representative and the moment you deliberate your proposal only to be told that you are too young to run an organisation and they deal with organisation that have an audited account for at least two years. You are left wondering if it never started how could it have existed? Surely how will the youth access the public resources because thats a way of dismissing the youth. Something need to be done, walking the talk and having a straight forward policy.

Question 2. What can the govt do to improve their public services?
1. To set policy that they know they will implement and maintain

2. To offer the right people with the responsibility not a matter of rewarding their sympathiser. By this i mean either the president or prime minister should not appoint people who will dance their tune but people of integrity and common man based ideals.

3. Always involve the commmunity members to be part of implementing team and this will include identification of the project and sustainability of the project

4. Irrespective of age, tribe, religion or background every citizen should be given chance to enjoy the cake of the nation. In particular youth and women.

5. Every age, tribe, community has its stronghold and weaknesses so the govt should utilise its strength through use of majority but not the political elites who just address their own interests. Especially those at the grassroot level. So use of bottom-up approach should be respected at all times.

6. The just few elites should not be trusted in decision making and so need to reciprocate approaches.

Lastly youth are the leaders of today and tomorrow not tomorrow leaders as phrased.
