  Hello all. My name is Charity and I am from the Philippines. I have previously worked with out-of-school-youth women in Computer and English Literacy programs and in Peace Studies/Conflict Resolution and Management programs. I am currently working on distance education programs for Koreans and for the IGCBP08 by Diplo Foundation. Here are my thoughts on the questions posed previously:

1. Do you feel the views of young people are sufficiently included in designing public policy? What are the barriers to participation?

I do remember back before the millennium (1999) that the Philippine National Youth Commission worked together with the local Chamber of Commerce in facilitating a workshop for youth entrepreneurs as part of its millennium goal to encourage the youth in entrepreneurial activities. I was part of this 20 young people who joined the initiative and in return, we drafted a policy that we submitted to the National Youth Commission (under the Office of the President) to come up with a business plan to encourage other youth to become entrepreneurs in the hope that we can create more jobs within our area of scope. I think this initiative was a way for the youth to have their own voice. At this point, we had hoped that the NYC would put our proposal forward so it can be implemented in other areas.

My country has included party-list members to sit in congress and I myself have campaigned in my own right for
