Hi,
I'm Robin Charles Ramos, one of the regional coordinators of Voice of the Youth Network, (VOTY), a National Youth Parliament delegate (5th batch), a youth volunteer of the National Youth Commission - Philippines and holding key positions in various youth organizations all over the country - Philippines.
May 5-11: Voices and Choices - Designing Public Policy with Youth
1. Do you feel the views of young people are sufficiently included in designing public policy? What are the barriers to participation?
Yes, it is necessary to hear and recognize the voices of the youth, whether it is good or bad, in some way it can help strengthen and evaluate the programs/projects/activities intended for them, which is it suitable, sufficient, and all...?
Barriers to participation is lack of fundings, most youth organizations depends on outsource fundings, though we can generate funds through our own pockets or activities, but it is not sufficient. Also, though there is a National Youth Commission here in the Philippines under the government - Office of the President, thus they lack funds also and their main mandate is a sole-policy making body of youth organizations in whole country.
2. What steps can governments take to facilitate greater youth participation?
Actually, under the mandate of the National Youth Commission, they should conduct every two years a National Youth Parliament, gathering 250 young people all over the country to meet and discuss pertinent issues through passing resolutions and crafting some policies that serves as a policy making guide for youth development to be passed and legislated in the higher legislative body.
Eventually, the 7th NYP will be this year, it is the 7th year of the Commission that they conducted this kind of activity. Almost 1500 youth parliamentarians were the recipients of this program.
