  In my opinion, I think that the problem wit ht eh people of the Niger Delta
is sensitization after which there can be some skills acquisition to enable the
working force gain employment. As part of the budget government or individual agencies
can invest in the retraining programs that can enable these people to build
their skills. The Social and financial welfare of the people should be taken
into consideration.

The Skills development center in Sierra Leone could be a very good resource center
for the skills acquisition that was talked about earlier. I believer that there
are more of these centers in Nigeria that can be of use. I will also suggest
that the potential industries (in this case it is the oil) should also identify
the skills that they will need so that these people can be trained in such
area.
