The former President of Nigeria built a skills acquisition centre for youths in Sierra Leone. This can add up to what you suggested. I also believe that there is some amount of dishonesty somewhere I don't know because with a sustained and positive response to the cooperate responsibility of the companies in the Niger Delta, the problem will be hugely addressed.
Let us look a smart development plan for the region that will support free education from pre prinary to university. Let us have a state of the art University that can be the envy of all. As the university turn out highly educated graduates the borden reduces on the oil but now rest on the shoulders of the elit from that region.
Let me rest my case for now.

This conference holding from October 13-18, 2008 is an avenue to discuss the
development situation in the Niger-delta, with emphasis on the implications for
youth development, to prioritise development investment needs of the youth
highlighting quick wins as well as long term development issues, and to collate
the views of young people from the Niger-delta, Nigeria and the international
community on the development of the region. The final report of the conference
will be collated and submitted to the Niger-delta Steering Committee in late
October, 2008.
