Please find below the summary of the final week of the E-Consultation. The summary is also uploaded as a Word document in the folder "Documents" on the E-Consultation page.

Again, thank you very much for your contributions. You gave us a lot of ideas and great recommendations on how to involve young people in the promotion of ICPD and its 15-year review.

SUMMARY OF WEEK FOUR

1. Are there specific practices or approaches you think would increase collaboration among young people, development agencies, and national governments?

The respondents had the following recommendations to increase collaboration between young people, development agencies and national governments:

- Youth must be located and identified. Youth consists of diverse groups and must be found in both religious, cultural and educational institutions as well as work places.
- National governments and development agencies should let young people own every process which concern them. Therefore, youths should be given the chance to be part of the design, planning and implementation of programmes affecting or targeting them. If young people feel they are part of solutions, they will become more engaged and empowered, and programmes more successful. Also, youths, in many cases, respect and listen more to their fellows.
- Young people should be part of consultative processes to ensure that they are informed and given the opportunity to influence national development processes.
- Very often young people are not aware of programmes and projects relevant to them. Therefore, approaches first of all must include information dissemination. E.g. flyers bout youth related programmes were been distributed at a university.
- Young people should participate in capacity building seminars and workshops organized by development agencies and national governments. This would enhance participation and discussion. For example, during the ICPD review a platform can be created wherein regional experts acts as tutors. Local and regional skills can be used. Each year new contributions can be added to already existing resources ensuring consistency and development among new groups of people.
- Develop a Best Practices Manual to help, inform and inspire stakeholders on how to involve and work with young people.
- Relax regulations and measures to ease access to funding and grants.
- Make it easier to register as an NGO, so youth organizations can be formally accepted in society.
- Many young people are inspired by the older youth (30-35 years). However, many development agencies and national governments do not include this group in their programmes and therefore run the risk that this age-group negatively inspire young people.

2. How do you think we in general can ensure increased youth participation and impact in national and local development programmes? Why or why not?

The respondents made the following recommendations:

- More sponsorships should be made available to young people to attend relevant events/forums/conferences.
- Increase networking among young people and their organisations.
- Young people should be contacted in appropriate time in order to have time to prepare for participation. Also, contact could be created by institutions which youth have trust in. For example Moslem youths may respond more positively to Islamic organisations than Christian.
- Involve young people at all stages of development to develop their ownership of programmes. Peer educators can motivate young people to some extend, but cannot achieve the full scale youth participation. Also, if young people are involved in decision-making processes they will be seen as part of the solution and not the problem.
- Governments, NGOs and development agencies should encourage higher numbers of young people to get engaged in national development. Often it is only a small group of young people who are engaged.
- Government and development institutions should reach out to young people at the grassroots level. Many young people are engaged at this level and have already tried to get engaged without success.
- Sensitization is needed to increase young people’s knowledge of development issues.
- Enhance youth-adult partnership.
- Position youth issues as development issues.
- Communicate best practices from youth to youth to increase motivation.
- Initiation of cross boarder exchange programmes among youth.

3. How can we ensure the invitation and subsequent participation of young people in the national and regional assessment processes related to core ICPD efforts (such as family planning, reproductive health, sexually transmitted disease and gender equality)?

The respondents had the following recommendations:

- Encourage state/national representatives to support young people on ICPD efforts and provide them with the tools to do so.
- Provided training on the ICPD review including informing young people about ICPD and efficient advocacy tools.
- Encourage young people to hold their government accountable.
- The government has the responsibility to allocate adequate resources to involve young people.
- Involve young people in national related programmes and encourage and empower them to express their voice.
- Give sponsorships to young people who want to participate in relevant ICPD-related conferences/meetings.
- Distribute information on ICPD to young people through various means like flyers at e.g. universities, radio, internet, other E-Consultations, newspapers, discussion forums, workshops, events, advert materials like T-shirts, posters and banners.
- Translate ICPD Programme of Action into a youth friendly language including a language which targets young people who are illiterate and semi-literate.
- Hold more E-Consultations like the one just held. E.g. create a mailing list wherein the consultations are constant.
- Create a wikipedia page as "information dissemination" and use the coalition mailing list as a mode of discussion within the members. Create a committee selected among those who participated in this E-Consultation to set up the wiki page and use them as moderators of the discussions.
- Get in contact with those organisations who have responded to this E-Consultations.
