  Thanks Adeyemo, but this is truly sloppy journalism!

If this woman's partner had HIV, his circumcision would do nothing to
protect her. MMC's protective effect is for the man- it prevents HIM
from getting infected with HIV by 60%+. But HIV is transmitted in
semen from a man to a woman, so it would not make a difference whether
or not he was circumcised.

I'm pleased to see the Wall Street Journal covering this issue though.
The potential ban on MMCs in San Francisco is truly unfortunate and
highly unscientific.
