now adapted to the EC's new aid structure, implemented since 2007.
European Instrument for Democracy and Human Rights: To strengthen the role
of civil society in promoting human rights.
- Rwanda, until 26.01.2008, budget: 900,000 .
- Chile, until 3.12.2008, budget: 600,000 .
Non-State Actors (NSA) and Local Authorities (LA) in Development: To
strengthen the capacity of civil society organisations and local authorities
in order to promote an inclusive and empowered society.

Non State Actors Strengthening Programme "PROGREANE": To support civil

*EU News: Commission Communiqué "One year after Lisbon: The Africa-EU
partnership at work"*

The European Commission has released a communiqué to the Council and the
European Parliament, describing the progress of the Joint EU-Africa Strategy
and Action Plan since the Lisbon Summit in December 2007. 8 central themes
are discussed in the communication, including a commitment to accelerate the
achievement of the Millennium Development Goal (MDG) targets for health. The
document includes recommendations and lessons-learnt from the past year,
which will be used to inform a progress report written at the Ministerial
Troika meeting in November of this year.

*EU News: "Innovative Funding Mechanisms - Bridging the funding gap to
achieve the MDGs" informative sessions*

The European Alliance against Malaria, with the support of the French
Permanent Representation to the EU, organized an informative session on the
Innovative Funding Mechanisms to bridge the funding gap to reach the health
MDGs. It offered an opportunity to share lessons learnt and to look at new
funding opportunities such as the Affordable Medicines Facility for Malaria
(AMFm). The session was attended by Permanent Representatives of various
European Countries, and several Civil Society Organizations working on

*EU News: DSW convenes global videoconference on RH in New Aid Architecture

29 October
On behalf of ReProductive Aid, DSW convened a global videoconference with
civil society leaders, parliamentarians, and government ministry officials
in Addis Ababa, Bangkok, Brussels, Geneva, Kampala and London to discuss how
to improve RH funding in the new aid architecture. Featuring keynote
presentations by Dr. Eckard Deutscher of the OECD DAC, and Dr. Gill Greer of
IPPF, the videoconference is part of a broader effort to empower civil
society in the rich and poor countries to help influence donor funding for
RH in the new aid environment:

*Upcoming Events: European Development Days*
15-17 November
This year's European Development Days events are scheduled to be held in
Strasbourg. DSW will co-host a special session at the international forum
along with Action for Global Health, Countdown 2015, UNAIDS, WHO, World Bank
and the Global Fund to discuss how health coordination initiatives,
including the International Health Partnership, can support local governance
and civil society involvement; and how the Global Fund's country
coordinating mechanisms (CCMs) can support local governance and
accountability. High level speakers from Africa will share their experience.
Recommendations from this discussion will be presented at the Global Fund's
Partnership Forum 8-10 December 2008 in Dakar.

Tuberculosis" progress report consultation session*
25-26 November
The EC is currently preparing a progress report on their 2007-2011
"Programme for Action." As part of this process, the EC will be holding a
consultation opportunity with civil society, the private sector and the
African Union on the 25th and 26th of November in Brussels, followed by a
second opportunity in the first week of December at ICASA, in Dakar. For a

Euromapping 2008 is the only comprehensive study analyzing EU development
aid for population assistance. It "names and shames" good and bad
performers, and includes specific recommendations to improve reproductive
