Sujet: Commit 15% of budget on Aids scourge, say leaders

African leaders have urged governments in the continent to set aside 15
percent of national budgets to combat HIV and Aids.

They cited examples where countries have set aside funds to fight
corruption, wars, drought and famine, while ignoring HIV.

Former Tanzanian President Ali Hassan Mwinyi called for urgent measures
terming the disease as the "greatest developmental challenge crippling the
continent."

"As leaders, we need to be vigorous in fighting the disease that threatens
to destabilise Africa," Mr Mwinyi said during the Council of Anglican
Provinces of Africa forum at the Pan Afric Hotel, Nairobi.

He applauded the Church’s efforts in providing channels to provide
information on the prevention and management of the disease.

Mr Ahmed Salim Ahmed, former Organisation of African Unity secretary
general, further urged states to deal with HIV like other African conflicts.

“Let us not get comfortable in our respective countries. HIV/Aids is not a
routine disease,” said Mr Salim.

The former OAU official noted with concern the rate of stigma that existed
across Africa, a clear indication of the need for more advocacy.
“I saw a lot of pain and suffering during my term at OAU during conflicts,
HIV and Aids surpasses them all,” Mr Salim said calling for a unified
continental approach.

In the Democratic Republic of Congo, the government was able to run
sensitisation campaigns by targeting the youth and providing messages of
abstaining, said former DRC Vice President Azarias Ruberwa.

“Africa will be saved, so will the rest of the world if we all work together
in this campaign,” Mr Ruberwa said.

The Anglican Church called for a unified approach in advocacy to eliminate
stigma and discrimination in the wider society.

However, the church urged politicians to participate in implementing
policies that made health services accessible to persons living with the
scourge.

Anglican bishops drawn across Africa met in Nairobi this week to discuss the
role of leadership in HIV and Aids campaign.

The three-day conference was organised by the Council of Anglican Provinces
of Africa as part of the churches efforts to openly discuss issues related
to the disease in the society.
