Round 1: The state of Youth Employment
My name is Ludewic Makasso, 22 years old, member of the Youths Ahead! Collectif de Jeunes Talents Jeunesse en Mouvement, I am studying in Law (Master Degree) and I would like to become a diplomat. I am coming from Cameroon. My involvement began when I was 11, for the first time I joined a local group of young people which had the ambition to move forward and to bring another vision on the social issues. As vice president, I tried to convince my brothers and sisters that our interest was in action and not in speeches. Later, as a student I was so disappointed to see on campus that my friends were profoundly unconscious about the challenges of our society. Most of them liked to spend their time in drinking beer and playing with their life with girls. I really was shocked by their irresponsibility and I decided to launch a new movement Youths Ahead! which will be composed by all the young talent in order to promote culture, to fight against
social disasters and economic non senses. With this new order based on respect of each others difference, solidarity, reflexion and action, we are building a new country. The unemployment on youth is a major issue that affects almost a million of young people in my country. I have personally a real bad experience about it. My eldest brother is unemployed since five years despite of the fact that he graduated in electronics from the university. Myself, I am overcoming with the anxiety to be in the same position after my studies, waiting for my parents aid. I can not get a job now because there is nothing, officially. I have no means to pay my scholarship fees. Unemployment on youth is a crucial matter which our politics shall as soon as possible solve.
Overview
-What are the effects of unemployment on youth?
Insecurity (due to delinquency, drug, alcohol, violence, prostitution
). Poverty and misery. A negation of society with its laws, principles and values. A huge feeling of social injustice. Irresponsibility and skepticism about the present and future challenges. Suicide. Division and hatred (social conflicts). Breaking of the political trust. Illegal immigration.
-What is the situation of youth unemployment in your country?
More than one million of young people are touched by this social and economic plea in my country, a majority is uneducated. Year after year, this rating has increased dramatically, and it is destroying our national economy by a lack of qualified workers. The national agency in charge of employment is out of service since a decade and all the governmental policies failed. Only the informal sector brings a little light in these darknesses. Corruption and tribalism are the direct consequences of the youth unemployment in Cameroon.
Education
-Does the educational system in your country adequately prepare young people for employment? In what ways is it successful / unsuccessful?
No, the Cameroonian system does not adequately prepare young people for employment. There are so much generalities, most of times not really necessary. After the academic training the student is not able to work because he is not ready and sometimes knows nothing about such a job. We need a profound educational reform, based on professional and research orientation, which will bring less superficial and more concrete training for students. It is also true that the quality of educational system is not enough. It shall be completed by the existence of enterprises that intend to employ them.
-Does your educational system provide useful and accurate information about the current job market?
No, it does not. And it shall be noted that even when there is a job offer, there is no communication about it. All is done in order to keep the information secret; it is a selfish attitude which can be explained by the fact the job market is too poor to satisfy all the demands.
Training
-What kind of resources/training programs are available to prepare youth for employment in your country?
Youth Professional Program was established by the government in order to improve on the classical academic training. This includes a professional training program, promotion of new technologies, innovation and communication, micro financing and credit program. The government is encouraging local and foreign investments by reducing taxes and bureaucracy requirements which often is a source of corruption. It also shall reinforce the job training in agricultural sector, fisheries, mobile phone, industries and trading
-What has been successful/ unsuccessful in your country to prepare youth for employment?
Almost nothing has been done to prepare youth for unemployment. The salaries of teachers were decreased and the credibility of the educational system was affected by it. The partition of national education department into three branches (primary, secondary which is divided in general diploma and professional diploma) was one of the most mistakes in the history of Cameroon. Because there is no co-ordination between them and this has the consequence to reduce the quality of our educational system. One positive point is the establishment of the LMD (Bachelor Master PhD) system which intends to improve students on professional skills. Another point is the free access for all children in primary education, the reduction of university scholarship fees after two months of violent strikes leaded by students against government.
Macroeconomic and National Policies
-What national policies does your government operate to promote employment? What has been successful/ unsuccessful?
The national priorities in order to promote employment are agriculture, new technologies of communication and innovation. But there are no financial funds available for these priorities; it is as an empty speech. As students we need banking support for the development of micro projects, individual initiatives and collective unions. We need also and not at least a complete and free access to internet in order to learn from others and establish partnership with international non governmental organizations. The government shall launch a vast program of projects as the roads, infrastructures, bridges
based on the Franklin Delano Roosevelts New Deal.
Hope that it will help us to reduce poverty in the world and make the youth a global priority.
