World Vision International is seeking candidates for a monitoring and evaluation position. The Regional OVC-HIV/AIDS Monitoring and Evaluation Advisor will be based in Nairobi, Kenya and will focus on an HIV/AIDS project being implemented in the DRC, Somalia and northern Uganda.

The Regional OVC-HIV/AIDS Monitoring and Evaluation Advisor provide technical management and leadership in the overall monitoring and evaluation (M&E) system for the Dutch government-funded Home-based Care for OVC-HIV/AIDS Prevention and Empowerment Project (H.O.P.E) in 3 countries in East Africa. The Advisor will be based in Nairobi and will be responsible for strengthening and implementing a comprehensive performance measurement and reporting system, including data analysis, monitoring, evaluation, feedback and narrative reporting to the Netherlands World Vision Support Office. Duties will include design of data collection instruments and methodologies, data analysis, capacity building and on- the-job mentoring, guidance and support to the national Project Managers and their partners. The Advisor will be part of the WV Africa Regional Health and HIV/AIDS team and will liaise closely with the HOPE Project Managers posted in Uganda, East DRC and Somalia and also with the Project Coordinator in WV Netherlands support office. PURPOSE OF POSITION To provide technical management and leadership in the overall monitoring and evaluation (M&E) system for the Dutch government -funded Home-based Care for OVC-HIV/AIDS Prevention and Empowerment Project (H.O.P.E) in 3 countries in East Africa. The Advisor will be based in Nairobi and will be responsible for strengthening and implementing a comprehensive performance measurement and reporting system, including data analysis, monitoring, evaluation, feedback and narrative reporting to the Netherlands World Vision Support Office. Duties will include design of data collection instruments and methodologies, data analysis, capacity building and on- the-job mentoring, guidance and support to the national Project Managers and their partners.

The Advisor will be part of the WV Africa Regional Health and HIV/AIDS team and will liaise closely with the HOPE Project Managers posted in Uganda, East DRC and Somalia and also with the Project Coordinator in WV Netherlands support office.

RESPONSIBILITIES
Monitoring and Evaluation Plan . Strengthen and implement the comprehensive Hope Project M&E plan
. Support, assist and build capacity in performance management and measurement of results of project interventions by national offices.
. Strengthen and support use of quantitative and qualitative data collection tools for HOPE project assessments, regular performance monitoring, interim reviews, and final evaluation. Collect and consult all such existing tools within WV as well as tools developed by other agencies. Work with HOPE project managers in the 3 countries to adapt these tools as necessary to specific contexts.
. Work with staff in the development of annual monitoring and reporting schedules.
. Develop and implement performance monitoring and feed-back mechanism so that each country leadership team, Project staff and stakeholders are informed of project progress, constraints, learnings and related issues and appropriate design and management actions are taken.

Midterm and Final Evaluation Planning and Implementation
. Develop, plan and implement a mid-term and final evaluation study of the HOPE project in collaboration with the Sr. HIV/AIDS Program Advisor and the HOPE project team in each of the supported countries; manage related consultant contracts.
. Collaborate with midterm and final evaluation consultants, country project managers and CBOs/local partners to coordinate logistics and study implementation in each country
. Fully and professionally analyze mid-term and final evaluation findings in such a manner that they meet evaluation and research standards as well as the grant requirements;
. Finalize and submit the evaluation reports to Support office;
. Feedback evaluation findings to the country programs for appropriate analysis and use of data and conclusions.

Work Planning, Monitoring and Reporting
. Work with the project managers and CBOs/local partners in each country to create comprehensive annual work plans;
. Ensure project managers and CBOs/local partners collect, review, and report monitoring data and information according to reporting plans and format.
. Review monitoring reports to assess project progress, constraints, learnings, and potential bottlenecks and provide feedback to the project managers;
. Ensure data is analyzed, compiled and reported in a timely manner and available for use by the project offices, support office and donor;
. Assist in the consolidation, writing and editing of high-quality quarterly reports, in accordance with the donor's guidelines and criteria, based on data and narrative reports submitted by each of the countries supported by the Dutch grant;
. Develop knowledge in the area of OVC and HIV/AIDS related monitoring and evaluation.

Capacity Building, Documentation and Networking
. Build the capacity of HOPE Project Managers in Somalia, EDRC and N-Ugandaand their CBO partners through a combination of supportive supervision, feedback, and on-the-job mentoring through field visits, phone and email communication , to improve their skills in monitoring, evaluation and data use.
. Develop appropriate guidance and reference materials, organize regular coordination/sharing workshops, provide training and technical advice to project staff.
. Facilitate and support the documentation of best practices and lessons learned in the H.O.P.E. project for audiences within and outside World Vision.
. Participate in relevant technical exchange of advocacy networks and HIV/AIDS forums within and outside WV that focus on sharing learning related to HIV/AIDS responses. In close collaboration with the Project Coordinator in WVNLD, participate in networks linked to HIV/AIDS advocacy, Child rights and OVCs.
. Communicate World Vision's Christian ethos and evince a quality of spiritual life that is an example to others.
. Perform other duties as required provided they are consistent with the purpose of the function.

EDUCATION, EXPERIENCE, AND SKILLS REQUIRED
The following education, experience, and skills are required for the position:
. Qualified Kenyan citizen preferred
. Minimum of Masters degree in public health, epidemiology, population studies, sociology, management or other relevant social science field; doctoral qualification in relevant discipline preferred.
. Minimum of 5 years of relevant monitoring and evaluation or research experience, preferably including at least 3 years working with HIV/AIDS related programs; international experience (East Africa) preferred
. Demonstrated skills and experience in designing and conducting impact assessments and operations research, preferably for HIV/AIDS-focused or HIV/AIDS-related programs.
. Demonstrated skills and experience in training and field use of qualitative data collection methods such as PRA/PLA, Appreciateive Inquiry, focus group discussion among others
. Experience and skills in quantitative research methods
. Experience and skills using Microsoft Word and Excel and database programs (preferably including EpiInfo, SPSS, and Access) for data entry, analysis, and reporting; experience in desktop publishing software preferred.
. Very strong English language communication skills, both oral and written, required.
. Fluency in French, and/or Kiswahili preferred.
. Ability to build positive relationships across cultures and does have cross cultural communication skills.
. Ability and willingness to travel at least 30% of time in East Africa.
. Christian commitment and maturity.
